First phase of Dubai Loop underground transport project set to begin

The first construction phase of the Dubai Loop project, an underground transport system planned for the city, is expected to begin immediately, according to comments from a senior UAE official. The project is being developed by The Boring Company, the tunnelling firm founded by Elon Musk, and is positioned as part of Dubai’s longer-term effort to diversify urban transport options as the city continues to grow.

Speaking on Tuesday, Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors at Dubai’s Roads and Transport Authority, said the overall Dubai Loop network is planned to span 24 kilometres across the city. The total estimated cost of the project stands at around 2.5 billion dirhams, or roughly $681 million at current exchange rates. The initial phase will focus on a six-kilometre stretch, funded with an allocation of 600 million dirhams, and is set to move forward without delay.

The Dubai Loop is described as a high-speed, underground transport corridor designed to reduce pressure on surface roads and complement existing public transport systems, including metro and tram networks. While detailed technical specifications have not yet been released publicly, the concept aligns with The Boring Company’s broader approach of using smaller-diameter tunnels and electric vehicles to move passengers efficiently beneath dense urban areas. Similar systems have already been deployed on a limited scale in the United States, most notably in Las Vegas, where tunnels are used to shuttle passengers between convention facilities.

For Dubai, the project reflects a continued emphasis on infrastructure-led development. The city has consistently invested in large-scale transport projects over the past two decades, from automated metro lines to expanded road networks, as part of a strategy to support population growth, tourism, and business activity. Officials have framed the Dubai Loop as another tool to improve mobility, rather than a replacement for existing systems.

At the same time, projects involving new transport technologies have often faced scrutiny over costs, scalability, and long-term viability. Critics of underground loop-style systems have questioned passenger capacity and whether such networks can meaningfully ease congestion in large cities. Supporters argue that faster construction timelines and lower tunnelling costs could make them a practical supplement in specific high-traffic corridors.

For now, the announcement signals intent rather than completion. As construction begins on the first phase, attention will likely turn to how quickly work progresses, how the system integrates with Dubai’s existing transport infrastructure, and whether the project can meet its cost and performance expectations as it expands beyond the initial six kilometres.
