OpenAI has switched on inference residency in the UAE, giving eligible organisations the option to process certain AI workloads on GPUs located inside the country rather than sending that work to infrastructure overseas.
The UAE is now one of only three regions where OpenAI offers inference residency, alongside the United States and Europe. The capability is available to eligible OpenAI API, ChatGPT Enterprise and ChatGPT Edu customers, and represents a significant expansion of the company’s existing UAE data residency offering.
The distinction between the two is important. Data residency determines where customer content is stored when it is at rest. Inference residency addresses where the computational work actually happens. For supported deployments, prompts can be processed and responses generated using UAE-based inference infrastructure.
That could make OpenAI’s services more practical for government bodies, educational institutions and regulated enterprises that have stricter requirements around the geographic handling of data. It also fits the UAE’s broader push to expand domestic AI infrastructure while encouraging adoption through its National AI Strategy 2031.
There are, however, some notable limitations at launch. UAE inference residency does not currently cover OpenAI’s entire product and model portfolio. GPT-5.2 is supported for eligible ChatGPT and API inference workloads, while newer GPT-5.6 models are not currently available under the UAE residency configuration.
Several features are also excluded. Image generation, internal search, ChatGPT Work, improved memory and GPT-Live are not supported under UAE inference residency. External web search can still be used, while some non-GPU operations, including functions such as authentication and analytics, may be processed outside the UAE.
Those restrictions mean businesses considering the option will need to look beyond the headline promise of local AI processing. An application that depends heavily on multimodal generation, memory or other unsupported features may not be able to operate entirely within the residency framework. Inference residency should therefore be viewed as an infrastructure and governance option rather than a guarantee that every component of an OpenAI-powered service remains inside the country.
The launch follows OpenAI’s introduction of UAE data residency in September 2025. It also comes as the country invests heavily in domestic AI compute capacity, including the planned Stargate UAE infrastructure project involving G42, Oracle, SoftBank and OpenAI.
For enterprises, the broader significance is that AI procurement is increasingly becoming an infrastructure decision as much as a model decision. Performance and features remain important, but organisations in finance, healthcare and government also need to know where their information is stored, where models process it and which services may cross national boundaries.
OpenAI’s UAE inference residency closes part of that gap. Its current feature and model restrictions show there is still some distance between offering local GPU execution and delivering the full OpenAI platform entirely within the Emirates.
