While twitter touts this as a “spirit of examination and evolution of your home timeline”, many people are going to find this absolutely creepy: you will soon be seeing tweets from people you don’t follow.
This works by analysing the tweets and their content, who was sharing it, the networks you’re connected to and people you follow, and if the algorithm finds this relevant to you then you’ll see the tweet pop up in your timeline.
Twitter sees this as an opportunity for users of common interests to meet and interact with each other where they would otherwise won’t. I can see some uses for it when you’re specialised accounts (for example if you’re constantly talking technology) but I am not sure what tweets will pop up for people who are otherwise tweeting personal or day-to-day things.
