Following headlines suggesting that all UAE residents would receive free access to the premium version of the AI tool, many took to social media to speculate about a nationwide rollout of complimentary subscriptions. However, the facts paint a more nuanced picture.
While OpenAI has confirmed that the UAE will become the first country to enable nationwide access to ChatGPT across sectors like education, healthcare, energy, and government services, this does not mean the premium ChatGPT Plus plan is being offered for free to individuals. At present, OpenAI has not announced any program granting complimentary personal subscriptions to UAE residents. The $20 monthly fee for ChatGPT Plus remains unchanged unless otherwise specified by OpenAI or UAE authorities.
The buzz appears to stem from broader developments tied to the Stargate UAE initiative — a major infrastructure project that includes the construction of what is expected to be the world’s largest AI data center, located in Abu Dhabi. Spanning 10 square miles and backed by partners such as G42, NVIDIA, Oracle, and Cisco, the facility aims to supply vast AI computing capacity by 2026. This project is the first of its kind by OpenAI outside the United States and is part of the UAE’s wider ambition to lead global AI development.
That ambition includes embedding ChatGPT into public platforms. Residents may soon experience the AI model in everyday digital services — such as school apps, healthcare portals, and government tools — without needing a premium subscription. These integrations could provide advanced AI features to users indirectly, even if personal ChatGPT Plus accounts remain a paid service.
The misunderstanding likely arose from some media coverage that blurred the line between infrastructure-level accessand individual subscription benefits. While the UAE’s partnership with OpenAI is certainly significant — both symbolically and in terms of regional technological development — it is currently focused on embedding AI tools into systems, not removing the paywall for premium versions like GPT-4 access.
For now, UAE residents continue to have access to the free version of ChatGPT (GPT-3.5), as they would in other countries. ChatGPT Plus, which unlocks access to the more advanced GPT-4-turbo model and enhanced features, remains a separate paid tier.
