Dubai launches world’s first AI‑powered virtual Emirati family to simplify government messaging

Dubai has launched what it calls the world’s first AI‑powered virtual Emirati Family, a set of digital characters designed to make government communication more relatable and easier to understand. The initiative, developed by Digital Dubai, is intended to help explain public services in clear, accessible language while reflecting Emirati culture and values.

The first character, currently referred to as “The Girl”, debuted on social media this week. The public is being invited to vote for her official name from three shortlisted options: Dubai, Mira, or Latifa. Additional family members — including a father, mother, and brother — will be introduced in the coming months to complete the household.

The AI‑powered family is part of Dubai’s broader effort to humanise and modernise government messaging. Each character is designed with a culturally authentic look, blending traditional Emirati dress with a modern presentation, and will be able to address audiences of different ages, nationalities, and languages. By using a family dynamic as the central theme, the project aims to make information about digital services feel personal and approachable.

The technology behind the initiative uses artificial intelligence and data-driven systems to adapt messages for different audiences. The avatars will be able to present government services in simplified terms, replacing technical jargon with plain, conversational language. This is intended to improve digital literacy across the city, particularly among children, families, and non-Arabic speakers.

Officials say the project supports Dubai’s long-term digital transformation strategy, which aims to position the city as a leader in smart governance and inclusive technology. By making digital services easier to navigate and more engaging, the initiative is expected to boost community participation, foster trust, and enhance the overall user experience of public platforms.

Public voting for the first character’s name is currently open, and Digital Dubai has indicated that future characters will be unveiled in stages, each playing a role in illustrating how residents can use the city’s expanding portfolio of digital tools and services.
