Saudi Arabia’s homegrown automotive ambitions have reached a significant milestone, with CEER unveiling its first electric vehicles as the kingdom attempts to build an automotive industry that extends well beyond importing and selling cars.
The company has introduced EXOBOT in sedan and SUV forms, the first vehicles in a planned range of seven models expected over the next five years. The lineup will eventually expand into midsize and compact vehicles and include different propulsion options, according to the announcement.
CEER was established by Saudi Arabia’s Public Investment Fund in 2022 as the kingdom’s first national automotive brand. Its importance therefore stretches beyond whether EXOBOT can compete for showroom attention: the project is part of Saudi Arabia’s wider Vision 2030 effort to diversify its economy and develop domestic manufacturing capabilities.
CEER says the EXOBOT sedan and SUV were designed and engineered locally, with styling influenced by Saudi landscapes and culture. Production is also planned inside the kingdom at the CEER Manufacturing Complex.
The company describes that site as the Middle East’s largest automotive production facility, although production capacity and detailed manufacturing specifications weren’t provided in the supplied information.
The economic expectations surrounding CEER are substantial. By 2034, the company is projected to contribute more than SAR30 billion, around $8 billion, to Saudi GDP and more than SAR80 billion, roughly $21 billion, towards the country’s trade balance. The project is also expected to generate direct and indirect employment.
Those figures should be treated as projections rather than guaranteed outcomes. Building a competitive automotive manufacturer from scratch is difficult even before factoring in the enormous investment required for electric vehicles, software, batteries, supply chains and international distribution.
CEER will also be entering an EV market already crowded with established European, American, Korean and Chinese manufacturers. Chinese brands in particular have expanded aggressively across the Middle East, making competitive pricing and technology increasingly important.
What makes CEER interesting is that Saudi Arabia isn’t simply trying to create another badge for imported vehicles. The stated strategy involves developing local engineering, manufacturing and an accompanying automotive supply chain, potentially creating a broader industrial ecosystem around the company.
The EXOBOT unveiling is therefore only an early step. The more consequential test comes when CEER begins volume production and consumers can judge its vehicles on the same things that determine the fate of every other car brand: price, technology, quality, reliability and the ownership experience.
